This article examines the legal regulation of the provision of administrative services electronically in Ukraine. An analysis of the regulatory framework governing the functioning of electronic administrative services, as well as the main legislative acts and principles of service provision, is carried out. Particular attention is paid to identifying key problems associated with the implementation of such services, in particular security risks, threats of data leakage from state registers and risks of abuse that may arise in the process of digital interaction between the state and citizens. The large-scale implementation of electronic services is accompanied by risks of non-compliance with legislative requirements, violation of the rights to the protection of personal data, their leakage into the hands of third parties, including the enemy, and further manipulation of this data, the emergence of fraudulent schemes in the field of electronic governance. The main directions of further development of the electronic services system are determined, taking into account the challenges of wartime, when a significant part of citizens are in conditions of temporary displacement from their permanent place of residence. The need to strengthen the protection of personal data of recipients of electronic administrative services is substantiated. The authors emphasize that despite the presence of a fairly wide list of regulatory acts in the field of electronic administrative services, the specified legislative framework requires comprehensive modernization and systematization to take into account the specific needs during martial law and post-war reconstruction. Special attention is paid to the analysis of problems in the practical implementation of electronic administrative services, since the level of digital literacy among the population is still insufficient, especially among older people. Based on the analysis of scientific sources and the issues of practical implementation of electronic administrative services, a list of priority areas for improving the practice of using electronic platforms for providing administrative services has been formed. It is substantiated that the implementation of these measures will contribute not only to improving the accessibility and quality of administrative services, but also to strengthening digital sovereignty, the sustainability of public administration and increasing the competitiveness of Ukraine in the global digital environment.
