The article discusses the digitalization of the management systems of local self-government bodies of the Republic of Armenia, the introduction of tools, and the need for system development from the perspective of management efficiency. The study aims to identify the existing obstacles to the digitalization of local self-government bodies and propose solutions to overcome them. The basis for the comparative and substantive analysis was the data from the strategic documents of the Republic of Armenia and reports of international organizations. As the research showed, although Armenia ranks high in digitalization indicators in authoritative global reports, there are several obstacles at the local self-government level: lack of digital literacy, imperfect infrastructure, electronic systems, and low professional knowledge of staff in mastering electronic systems. Suggestions are presented on improving existing problems and optimizing digital transformation.
