The purpose of this study was to suggest improvements on policies to guarantee basic academic achievement by examining laws and policies on basic education of Korea to improve basic proficiency of city and province municipalities; analyzing current trends on policies to guarantee basic academic achievement. We analyzed Acts in Korea on basic education:「Education Framework Act」,「Elementary and Secondary Education Act」,「Basic Academic Achievement Guarantee Act」,「Basic Academic Achievement Guarantee Ordinance」,「the Ordinance for Supporting Students with Dyslexia」,「the Ordinance for Supporting Students with Learning Difficulties」,「the Ordinance for Supporting Slow Learners」, and「the Ordinance for Borderline Intellectuals」. The results showed that not all municipal and provincial education departments have enacted basic education guarantee ordinances, and only some of them include provisions for diagnostic testing and teacher training. Based on these findings, we discussed ways to improve basic education support in Korea, including the need to design a dense educational safety net centered on localities, using assessments for monitoring and data-based systems learning/emotion; establishing total management systems.
