Abstract Small towns are a large number in our country, and their urban planning and management is still a less explored topic compared to larger towns. Even with their reduced scale, they face many problems such as lack of infrastructure, economies based on extractivism, lack of jobs, devaluation of local culture, among others. The proposed study aims to remedy this deficit by seeking environmental, social, and economic sustainability through the implementation of municipal plans and legislation. To this end, it is also based on the study and observation of a small town in the final stages of creating a Participatory Master Plan. The city of Liberdade is located in the state of Minas Gerais, close to the border with the state of Rio de Janeiro. As a result of all the consultations, studies, and courses taught during the plan, it was possible to note that the public administration paid greater attention not only to the demands, but also to the needs of the population. This is the first step on a path that aims at sustainability and a municipal circular economy.
