This article examines the problem of studying and understanding the innovative potential and resource base of industry in terms of the transformation of economic systems and the formation of competitiveness of regional economic entities. The relevance of the study is related to the reorientation of trade flows, the development of industry, that is, production with high added value. A comprehensive economic analysis of the selected subjects of the Russian Federation was carried out to identify the factors influencing their sectoral structure and development. The article substantiates a system of factors that determine the feasibility of forming clusters in the economy and determine the effectiveness of their activities. The authors of the study proposed, for the effective development of industries in the Siberian and Far Eastern Federal Districts, an expanded use of the clusterization method, which allows combining the efforts of leading enterprises in developing or mastering the necessary technologies, as well as creating a universal infrastructure, namely collective use centers, testing laboratories, and practical training centers. According to the authors, industrial clusters can be created on the territory of several subjects of the Russian Federation, it is possible to consider the possibility of creating a combined manufacturing cluster in the Siberian and Far Eastern Federal districts, a metallurgical cluster will use reserves of high-quality iron ores and coal of the Sakha Republic; the functioning of the Far Eastern metallurgical cluster will have an impact on the development of the subjects of the Russian Federation: Krasnoyarsk Territory, Kemerovo Region, Altai Territory, Irkutsk region; a cluster of optics and electronics, advanced medical equipment. It is noted that united industrial technology parks should become an equally important priority area and the main innovation infrastructure for high-tech industrial enterprises in the regions. The proposed directions will allow the most efficient allocation and redistribution of resources between industries, to obtain a high-quality range of products to satisfy consumers.
