In the age of rapid digitalization, an extremely important factor in Russia's economic growth and competitiveness in the international arena is not only supporting current volumes of IT exports, but also creating special conditions for their further development. Despite Russia's significant export potential in the IT field, there are some obstacles to the entry of domestic IT products into international markets. Among them are: administrative barriers; imperfection of state support mechanisms for both exports in general and their development in the forms of digital technological cooperation in particular, international digital platforms and ecosystems with friendly countries and international organizations. This situation is largely due to the lack of legal support for existing and prospective government incentive measures, which reduces their effectiveness and efficiency. This article analyses the state of government incentive measures for the development of information technology exports in Russia, both at the federal and regional levels, and substantiates proposals to improve their legal support as a key condition for increasing the effectiveness and efficiency of public administration in this area.
