The article analyzes the activities of the Bank of Russia to ensure the stability of the national payment system of the Russian Federation from the aspect of information security. In modern conditions, this issue is of particular importance. In addition, the stability of the country’s financial system directly depends on the effectiveness of the implementation of this goal of the Central Bank’s activities. The study assessed the dynamics of indicators reflecting various phenomena in the payment sector, considered the legal basis for the implementation of supervision and observation in the national payment system of the country. The author analyzed the norms of the current legislation related to ensuring stability, and proposed some areas for its improvement in terms of clarifying and specifying its individual provisions. The legislator, having designated the goals of supervision and observation in the national payment system as ensuring its stability and development, duplicates one of the five goals of the Bank of Russia as a whole. To improve the legislative framework, it seems necessary to specify the above provisions. A more precise wording will clarify the substantive component of this function of the Bank of Russia. In the analytical part of the study, special emphasis is placed on the dynamics of indicators reflecting the number and volume of transactions made without the consent of the client. Based on the results of the analysis, the author identifies factors that influence the formation of relevant trends and existing problems of ensuring the stability and security of the national payment system of the Russian Federation. Based on officially published reports, the author evaluates the effectiveness of measures implemented by the Bank of Russia aimed at eliminating and minimizing existing threats to ensuring the stability of the national payment system of the Russian Federation. The author examines the innovations of the current legislation in the area under study.
