In this study, a plan to promote the regional innovation oriented university support system (RISE) project from the perspective of the regional innovation system (RIS) was proposed. A RISE project promotion system based on the Quadruple-helix cooperation model was presented, and a framework for setting projects and unit tasks in line with the project vision and goals presented by the Ministry of Education was presented. Through this, when each local government establishes a RISE promotion plan, it was intended to establish a reference point in consideration of the fundamental business purpose or the direction of establishing a promotion system based on theories and concepts. In this study, we secured the justification for applying the Quadruple-helix cooperation model by organizing the evolution of the innovation policy paradigm shift and regional-based cooperation model, and by organizing the direction of regional-based cooperation system advancement, we secured the need to present the design structure and framework for the RISE project promotion system by organizing the current status and issues after the selection of the RISE pilot area.
