We present necessary and sufficient conditions for a prime p to be a safe prime based on the number of primitive or semi-primitive roots of p. We also observe that the Sophie Germain prime p−12 and 2 can be used to represent the set of all primitive roots and the set of all semi-primitive roots of p.
