Safety as the Basis of Civil Solidarity in Emergency Conditions

On the events of the emergency experienced by the author example, the civic solidarity is revealed are essence, formulated as a part of the concept of citizenship and as an opportunity for an individual to express himself in society through association. On positive and negative examples of citizens solidarity are shown that have arisen due to security threats, the problems of possible or proper citizens behavior to ensure the balance of interests of society and the state are shown. The author's characteristic of civil solidarity concept is proposed, the proper institutionalization of which in the theory of constitutional law will contribute to the achievement of mutual trust between society and citizens.
