Among the examples of foreign experience, the article highlights the recognition of the right to access the Internet and efforts to improve the technical literacy of the population. In addition, the article emphasises the «digital right to die» and considers the right to the Internet as a fundamental digital human right. It is necessary to have network neutrality and adhere to security principles for the state to guarantee this right. The article emphasises that freedom of expression on the Internet is crucial, but it requires legitimacy, a legitimate goal for democratic societies. In summary, the issue of personal data as a digital currency is highlighted and the legal measures taken to secure data in Ukraine are reviewed. The importance of this right and the need to respect it in the context of an increasingly digital society is also highlighted. The study concludes that the rapid development of digital technologies creates a need to protect the rights of citizens on the Internet. In turn, legislation on digital rights should be improved, and the legal framework should be adjusted to meet the challenges of modernisation. Today, there is an urgent need to develop a comprehensive strategy to ensure human rights in the context of digital transformation.
