P-083 National Enterprise Macro Policies and Specific Requirements as Well as Practice of Occupational Health Work in China

Abstract Introduction China is in a stage of rapid economic development. Its experience in occupational health work (OH) is worth sharing and China also needs to learn from developed countries. Methods The regulations related to both enterprise supervision and OH issued by the government, and actual OH practices were collected, abstracted and introduced. Results The government, enterprises and workers are a community of interests. In China, the Law on the Prevention and Control of Occupational Diseases stipulates their basic rights and obligations. To increase the vitality of enterprises, under the notion of simplifying administration and delegating power, the government has issued a series of documents to reduce the burden on enterprises. However, the requirements issued by the authority, such as the Provisions on the Administration of Occupational Health in Workplace, the Notice on the Category-wise List of Risk Management of Occupational Hazards in Construction Projects, the Notice on the Specifications for Supervision and Enforcement of Employer’s Occupational Health Work, and the Notice on Further Strengthening Occupational Health Training for Employers, didn’t keep the consistence with such documents. Discussion The most OH servicers, including both government-funded and self-operated, didn’t think of new hazards while providing guidance and services to employers. In fact, except for very few reports of occupational disease cases, the health status of employees in most enterprises is not significantly different from that of the general population. Conclusion Under the new stage, China should learn more from outsiders and make occupational health work more targeted and effective to ensure all employee’s health.
