The article considers the democratic nature of the 1993 Constitution of Russia. The Constitution is shown to be at the hierarchical top of national sources of law. It is justified that the rule of law is subject to popular and state sovereignty, the task of building a democratic rule of law. It has been shown that the priority of constitutional and legislative provisions ensures the unity of the legal system and political institutions, contributes to the strengthening of Russian statehood. The important role of the court in ensuring the rule of law was noted.
