Regional Business Development Strategies in the Context of Ukraine’s Post-War Economic Recovery

The research is devoted to the theoretical substantiation and practical approaches to the formation of regional business development strategies in the context of Ukraine’s post-war economic recovery. It is determined that the war has caused significant structural distortions, the loss of production capacities, and the destruction of infrastructure, while simultaneously creating a unique window of opportunity for transforming the entrepreneurial environment. The methodological basis of the study is a systemic approach that integrates the provisions of institutional economics, the theory of regional development, the cluster approach, and the concept of sustainability. Based on the analysis of works by Ukrainian and foreign authors, the key directions of strategic planning are outlined. In particular, emphasis is placed on the importance of an innovation-cluster approach, which involves the formation of regional clusters in the IT, agro-industrial, energy, and logistics sectors. An important result is the identification of the role of social inclusiveness, which ensures support for women’s and youth entrepreneurship, as well as creates conditions for integrating vulnerable population groups into the business environment. Special attention is paid to green transformation, which integrates ESG principles and opens opportunities for attracting international financing. It is generalized that regional strategies should be synchronized with European integration priorities, provide transparency and accountability of governance, and ensure a differentiated approach depending on the level of destruction and the potential of regions. The practical significance of the study lies in the development of proposals for creating regional recovery funds, engaging international partners, and advancing digital tools for strategic management. Prospects for further research include the development of indicators for assessing the effectiveness of regional strategies, the analysis of best foreign practices of post-war reconstruction, and their adaptation to Ukrainian realities. The implementation of the proposed approaches will allow turning post-war recovery into a powerful driver of modernization of Ukraine’s economy and its integration into the global space.
