Law and State of the National Research University Higher School of Economics Measures of administrative procedural support are an important form of administrative coercion. They play an essential role in creating conditions for law and order. The specialized literature has not overcome its one-sided perception as an auxiliary means of implementing administrative responsibility. Reforming the legislation on administrative offenses requires additional understanding of the role and place of administrative procedural support measures in the law enforcement mechanism.
