The article discusses the theory of general financial and legal institutions, determines the place of the institution of “emission law”, the institution of “mandatory audit” in the system of financial law. The emergence of a new general financial and legal institution of “return and offset of fiscal payments” is proved. The characteristic features of the formation of common financial and legal institutions are noted.
