A study on the Youth Allowance by Seoul Metropolitan Government: Focusing on Kindon’s Multiple Stream Framework and Moore’s Political Management

The purpose of this study is to focus on the manager’s role in adopting the youth allowance in Seoul Metropolitan Government. In the process of adoption, there had been conflicts between central government and Seoul. This study tries to evaluate political management based on Mark Moore(1995)’s framework that emphasize the importance of strategic management perspective. While current studies mainly focus on the legal･institutional and social welfare aspects, this study focus on the role of public manager. According to analysis, ‘Entrepreneurial Advocacy’, Managing Policy Development’, and ‘Negotiation’ have important role in adopting youth allowance in Seoul.
