It has been proven that in modern conditions for making informed decisions in the system of land relations and ensuring territorial development at the regional level, the formation of a quantitative basis by applying methods and models of mathematical modeling is an urgent task. The possibilities and practice of applying methods and models of mathematical modeling in the system of territorial development of land use in the regions, the directions and features of identifying relevant factors and their assessment remain problematic issues. As a result of the research, the areas of mathematical modeling were developed and implemented, which made it possible to establish cause-and-effect relationships between the factors of the territorial development of land use in the regions for their forecasting, identifying «growth points» and developing measures to increase the efficiency of land use. The article achieves the goal of applying the methods of mathematical modeling of the factors of territorial development of land use in regions for the formation of an appropriate quantitative basis for making informed decisions. Solved tasks: proposed directions for mathematical modeling of factors of territorial development of land use in regions; isolated factors of territorial development; a model for evaluating the integral indicator of the territorial development of the land use of the regions was built; mathematical models of the influence of factors on the integral indicator of the territorial development of land use of the regions were developed and their verification was carried out according to the criteria of adequacy. Modern methods and models of mathematical modeling were used in the study, adequacy criteria were determined, which allowed to establish the level of reliability of the obtained results. As a result of the study, it was established that spatial, urban planning, and environmental factors exerted a significant influence in the system of territorial development of land use. This corresponds to the modern aspects of the territorial development of land use. Along with this, the importance of economic parameters in the system of territorial development of land use at the regional level is decreasing. The obtained research results are characterized by elements of scientific novelty, which consist in the improvement of directions for the formation of a quantitative basis for ensuring the territorial development of land use, which is based on the application of mathematical modeling methods and models, which made it possible to establish cause-and-effect relationships for making informed decisions. The processes of mathematical modeling in the system of territorial development of land use gained further development, which provided opportunities for further forecasting of changes in factors of territorial development, identification of «growth points», timely response to negative processes with the implementation of a monitoring geo- information system. The directions and peculiarities of mathematical modeling of the factors of territorial development of land use, which are implemented on the basis of the results of their evaluation, established cause-and-effect relationships, are revealed.
