Metric Chronetic Theory (MCT) Phase 3 marks the transition from cosmological theory to prescriptive engineering. Building upon the 100 percent energy-ledger established in Phases 1 and 2, this report identifies the universal 4.9 percent baryonic ratio as the Lattice Elastic Limit (0.049). By identifying this limit, we derive the Metric Impedance constant (approximately 19.41). This work demonstrates that the "c" speed limit for electromagnetic waves is not an absolute terminal velocity, but a consequence of impedance mismatch between transverse carriers and the rigid vacuum sub-lattice. This project provides: - The mathematical derivation of superluminal Phase Velocity (approximately 19.41c) via longitudinal resonance. - A formal resolution to the EPR paradox through mechanical lattice connectivity. - The "Zeta-Shift" and "Metric Shadowing" protocols for experimental verification using existing Strontium-87 optical lattice clock arrays. - A 3D temporal framework that preserves Einsteinian causality by distinguishing between Entropic Time and the Longitudinal Metric Axis.
