Abstract

This record presents MOSGM-II, the quantitative and observational extension of the Matter-Onset Spacetime Gradient Mechanics (MOSGM) framework. Building on the phenomenological mechanism introduced in MOSGM-I, this version provides a power-law scaling in the activated regime, a validated threshold response, and an observational case study (NGC 3198) demonstrating gradient–kinematic alignment. The record serves as a testable and falsifiable protocol for archival rotation-curve and gravitational lensing data.
