The 2024–25 academic year will be the first time in 30 years that incarcerated individuals will be fully able to access federal need‐based financial aid (Pell Grants) to participate in higher education in prison. Pell Grant eligibility was restored on July 1, 2023, marking the end of three decades of dramatically decreased college in prison programs.
