This paper offers a conceptual clarification distinguishing universal causal ordering from localized experiential time, with explicit ethical and non-interference constraints. No new physical laws, mechanisms, or operational methods are proposed. The work is intended to reduce common misconceptions and prevent misuse by clearly defining scope, limits, and terminology.
