This project formalizes the Holmes Unified Scaling Law, a deterministic framework designed to resolve non-gravitational anomalies observed in Interstellar Objects and Near-Earth Objects. By identifying the vacuum as a structured substrate, the law introduces three fundamental, dimensionless constants: Metric Impedance, the Yield Constant, and the Trigonal Multiplier. The research moves beyond standard stochastic probability models to provide exact derivations for recorded perturbations, such as chronetic drift observed in telemetry and compounding vector shifts in high-eccentricity trajectories. This project includes the forensic methodology used to isolate these invariants from orbital residual data and provides falsifiable predictions for upcoming astronomical events. Key milestones include the predicted telemetry lag during the March 2026 Jupiter transit and the deterministic lunar impact of Asteroid 2024 YR4 in December 2032.
