This paper presents the formal action principle of the Effective Background Scalar Field (EBSF) within the Myo Min Aung Unified Theory (MUT v5.8.26). Using Lagrangian and Hamiltonian formalism, the dynamics of the EBSF are shown to be internally consistent from atomic to cosmic scales. The framework integrates phase-domain propulsion, gravity decoupling, and cosmological predictions, including redshift corrections, black hole shadow radii, and scalar spectral indices. Comparisons with the standard LCDM model highlight the natural resolution of the Dark Energy and vacuum energy problems without free parameters.
