This paper presents a field-mechanical interpretation of cosmological redshift and the cosmic microwave background within the Universal Quantum Foam Hypothesis (UQSH). Redshift is described not as metric expansion, but as a continuous reorganization of field dynamics in a stationary medium. Spectral structures remain invariant under scale shifts, and the CMB is interpreted as a stable coupling band rather than a relic of an initial singularity. The framework is discussed as an ontological alternative to the ΛCDM model while remaining observationally oriented.
