Recent in-situ measurements by Voyager 2’s LECP and MAG instruments have revealed a significant pressure discrepancy at the Heliopause (HP), where the observed total pressure (Pₓ₎ₓ 2. 67 10^-13 Pa) exceeds classical thermal and magnetic estimates. This paper introduces a novel mathematical framework, the Hydrodynamic Formalism (TES), which treats the vacuum as a rheological medium characterized by structural hysteresis (Memory). By deriving a critical acceleration threshold a₀ from the Cosmological Constant () and applying a memory coefficient (k=0. 75) based on the Equipartition Theorem in a 4D manifold, we provide a theoretical derivation for the missing pressure component. Our model’s prediction (2. 58 10^-13 Pa) demonstrates a high degree of convergence with Voyager 2 data, showing a deviation of only 4%. The TES formalism offers an alternative explanation for the abrupt plasma density transition and magnetic field coherence observed at the HP. Furthermore, we propose the existence of a "Pressure Floor" in the very local interstellar medium (VLISM) as a testable observable for future interstellar data analysis.
