Abstract

This report summarizes the current circumstances of using the floor-area ratio mitigation system for hotel construction in Chuo Ward, and the challenges faced in hotel design. The findings revealed that Chuo Ward has been supporting hotel construction in accordance with the guidelines of the national and Tokyo Metropolitan governments. Since 2011, 110 hotels have been constructed, peaking in 2020, which coincided with the Tokyo Olympics. Interviews with designers revealed that securing guest rooms was relatively easy, however, arranging public spaces of the size required by the ward was difficult.
