This article introduces the concept of a deterministic arithmetic substrate for AI governance computation, addressing the structural inability of standard floating-point arithmetic to support cross-platform independent verification of governance evidence. The framework combines exact integer arithmetic, operation-level provenance recording, and physical constant anchoring to produce cryptographic governance evidence with the property of universal verifiability across processor architectures and regulatory jurisdictions.
