We propose a pre-geometric framework in which neither quantum mechanics nor general relativity is fundamental. Both theories emerge from a single substrate R — a non-commutative relational algebra without space, time, or points — governed by two axioms: (I) self-consistency and (II) maximal complexity. The central result is the Unification Theorem: GR and QM are not incompatible — they are two non-composable functors from the same substrate into different categories. The apparent incompatibility is a perspective illusion. The theory makes one testable prediction: a dynamical cosmological constant yielding w0 ≈ -0.96, consistent with DESI 2024.
