This paper is the fourth in a series developing the Torsion-Information Pattern (TIP) model. It proposes a new understanding of time, defined as a measure of the speed (tempo) at which the coherence of a TIP transitions into manifestation. Key topics covered: · Analysis of Nikolai Kozyrev's experiments on the physical properties of time (density, energy transfer, shielding, focusing)· Explanation of Kozyrev's effects within the TIP model, linking time to rotation (spin, OAM) and pattern coherence· Discussion of A.E. Akimov's torsion field experiments, including the accidental discovery of shielding by polyethylene and the nature of wave torsion radiation· Introduction of the concept of thought as wave torsion radiation, providing a physical basis for telepathy, intuition, and related phenomena· Formulation of seven experimental predictions derived from the model· Connection between time, gravity, consciousness, and the holographic principle
