School-based HIV prevention programmes have been implemented in South African cities to address high rates of adolescent infection. However, their effectiveness varies and requires a comprehensive evaluation framework. No empirical results are provided in this article; rather, it proposes a methodological approach to evaluating these interventions based on existing literature and expert consensus. The proposed theoretical framework is designed to guide the evaluation process and highlight critical aspects that need further research and intervention strategies. Programme developers should consider integrating these insights into their curriculum design, while policy makers could use them to allocate resources effectively.
