We present a novel theoretical framework, Dissipative Informational Mechanics with Vacuum Emergent Structure (DIMT-VES), which posits that spacetime is an emergent medium governed by informational density. By performing a joint analysis (Joint Fit) of Pantheon+ Type Ia supernovae data and gravitational wave (GW) morphologies, we constrain the critical informational density parameter ρ∗ and the dissipative scale γ0. Our model successfully addresses the H0 tension and predicts a distinct gravitational wave echo at ∆tVES ≈ 52.3 ms for a 30M⊙ black hole merger, providing a measurable signature for the LIGO/Virgo O4/O5 observing runs.
