The Tatiana Concept proposes a constitutional model of governance in which sovereignty remains directly with the people, while the territory and natural resources constitute a public trust of the nation. In this framework, governing institutions do not possess sovereign authority but act as fiduciary trustees administering the public trust in the interests of the people as beneficiaries. The concept develops constitutional principles of popular sovereignty and public ownership of natural resources and proposes their institutional realization through fiduciary public governance. The work draws upon Ukrainian constitutional traditions, including the 1710 constitutional document of Pylyp Orlyk, as well as principles of trust law in the Anglo-Saxon legal tradition. This concept is proposed as a theoretical model for discussion in constitutional and political theory.
