The effectiveness of public service organizations, particularly in the transportation sector, is increasingly influenced by non-technical factors such as emotional and relational dynamics in the workplace. This study investigates the role of organizational support and a collaborative climate in fostering organizational citizenship behavior (OCB) mediated by affective commitment in government-operated transportation. Using a quantitative approach, survey data was collected from 281 public service employees in East Kalimantan, Indonesia, and analyzed using partial least squares structural equation modeling (PLS-SEM) via SmartPLS 4. The findings indicate that both organizational support and a collaborative climate significantly enhance OCB. The collaborative environment has the strongest impact on affective commitment, emphasizing the importance of workplace relationships in shaping discretionary work behaviors. These results provide theoretical contributions by extending social exchange and affective commitment models into the public-sector context and offer practical insights for government managers to design HR policies that emphasize emotional infrastructure, psychological well-being, and interpersonal support. This study also highlights the need for policy frameworks that integrate relational elements into performance-driven, bureaucratic reforms.
