For the population of most regions of Siberia, the Far East, and the Arctic zone of the Russian Federation, and especially those living outside large population centers, air transportation is often no alternative. However, the number of such population and its economic ability to travel by air are quite limited, and air transportation itself is in many cases socially important. Accordingly, social, economic-geographical, and demographic features of the country affect the dynamics of demand for such air transportation and air mobility of the population in remote and inaccessible regions of the country. The article analyzes and evaluates various approaches to the development of criteria of sectoral (transport) policy to ensure aviation transport accessibility of remote regions for the population of the country.
