This technical note describes Phase 7. 0 of the APR-Lite governance platform: Multi-Tenant Governance and Cross-Tenant Isolation. Phase 7. 0 introduces tenants as first-class governance subjects at the agentic coordination layer. A tenantconfig table stores per-tenant ceilings, freeze conditions, allowed scopes, and topology permissions. A tenant isolation assertion fires at the entry point of every stateful handler, blocking requests from unregistered, suspended, frozen, or provisioning tenants before any database query executes. Tenant ceilings are applied to memory policy and routing topology, ensuring that per-resource policies never exceed tenant-level constraints. The implementation is validated against an 18-test smoke suite including explicit cross-tenant isolation tests with a second active tenant (TENANTHEALTHCARE₂). Global scope and coalition learning are deferred to Phase 8.
