We propose that rotating black holes act as continuous and systematic producers of dark matter through a four-phase mechanism: asymmetric production of matter-antimatter pairs via Hawking radiation; separation via extreme magnetic fields; transport through relativistic jets with progressive cooling and Debye shielding neutralization; condensation via spontaneous symmetry breaking into a stable neutral state — chibar. We propose OmegaDM = e/10 = 0. 2718, consistent with Planck data within 0. 18%. Dark matter and dark energy are identified as two phases of the same dark fluid. Seven falsifiable predictions are identified, testable with current and near-future instrumentation including Euclid, Roman Telescope, and IceCube.
