This document is the canonical technical record for APR-Lite Phase 38, which declares the governance substrate frozen and publishes the Substrate Version Manifest (SVM). Phase 38 introduces two artifacts: (1) the SVM endpoint (GET /agentic/v1/substrate/manifest), a live authenticated attestation that returns the frozen identity with integrity checks; and (2) the SVM JSON artifact (DOI 10.5281/zenodo.19431206), the static, citable, regulator-grade frozen definition. The manifest hash — SHA-256 of the canonical JSON representation of the frozen surface definition — is 64edea792d4932022f912ac9be7163d0f1765c872c57f9c4728be6e0a3d007ef. Frozen means the governance surface has a declared identity that will never shift under operators, auditors, or regulators. This is the constitutional moment: APR-Lite becomes a stable governance primitive.
