The study aimed to identify regional and global innovative initiatives and projects in order to enhance identity and citizenship in government institutions. The study also aimed to understand the Oman Vision 2040 document in the field of innovation, as well as to identify the obstacles faced by innovators in the Sultanate of Oman. These obstacles included social, psychological, administrative, technical, marketing, and material challenges encountered by innovators in Oman, and to assess the need for a social specialist to help them deal with the obstacles they face. This study is descriptive and relies on social surveys: a comprehensive survey was conducted on innovators who hold patents and are registered with the Intellectual Property Office, totaling 108 innovators. A sample social survey was also conducted on some specialists from innovation support institutions, numbering 14 specialists working in the Industrial Innovation Academy, Sultan Qaboos University, Ministry of Commerce and Industry, Ministry of Education, and Ministry of Higher Education, Research, and Innovation. Two main tools were used to collect information: the questionnaire and interviews. The study reached several conclusions, the most important of which are: innovators face several obstacles, with material obstacles ranking first, followed by technical and administrative obstacles, and then social and psychological obstacles.
