Public administrations, including national government agencies as well as the EU institutions, face not only structural changes, but are increasingly talking about the need to transform management, foster innovation, and share responsibilities. The role of AI is the key composite element of this process. However, not only from the technological point of view. AI also needs the human “perspective”. It is very important to include the so-called soft components (institutional culture, inter-cultural awareness, and organizational needs) to facilitate the mental shift and thus the buy-in. Technological advances in the area of AI inevitably result in further change and this alteration has to be managed. A need to break silo mentality moves organizations towards matrix-based structures with advanced reporting relationships. With the focus on the people side of change and the boundaries of the data-driven decision-making, this study provides insights in the correlations between AI as a tool and change process in public administrations.
