This paper adjudicates the boundary case in which proxies, metrics, or indicators are treated as substitutes for structural definition or admissibility. It formalizes proxy inflation as a structural error in which measurements derived from state behavior replace explicit rule definition under recurrence. Within the Ψ framework, proxies may inform observation but cannot define structure. Decisions that allow metrics to determine or modify structural admissibility are classified as inadmissible.
