While closing the 119–144 slot system for Start-2, we re-encountered our first decisive discovery from last summer: a structural correspondence between the theoretical Slot 138 and the physical behavior of neutrinos. At this threshold, the system reaches a near-complete coherence state, where interaction becomes minimal and existence is dominated by propagation. A closed mathematical formulation is introduced through a coherence function (C(k)), mapping slot index to propagation, temporal structure, and recursion. This allows a direct translation between physical observables, causal structure, and information dynamics. The framework is completed by a falsifiable experimental protocol: a predicted variance suppression in neutrino oscillation behavior, providing a concrete pathway for validation using existing datasets.
