Paper II in the SMBH-DM Halo Framework series. We show that the coupling constant k = 4, 120 from Paper I is an effective constant that absorbed the Milky Way's ratio of total black hole mass to SMBH mass. The true coupling (kₜrue ≈ 129) operates on total collapsed-object mass including the stellar black hole graveyard. Age-weighted contributions remove spin as a free parameter. The inverse halo problem recovers Gaia-Enceladus merger parameters from halo mass alone. Validated across four systems from dwarf galaxies to massive spirals.
