Elyon-Sol is a governance-first, pre-execution substrate that determines whether an interaction is allowed to exist prior to any policy evaluation, intelligence, or execution. The system enforces deterministic refusal under a fail-closed model through three independent invariants: AC³ (Authority) — validates that all required authority conditions are present and legitimate T²⁶ (Coverage) — ensures that all required participants, roles, and supporting elements are complete CCS (Continuity) — enforces structural and semantic consistency across system state transitions Eligibility is computed as: G(I) = AC³(I) ∧ T²⁶(I) ∧ CCS(sₜ, sₜ₊₁, I) Producing one of two outcomes: ELIGIBLE REFUSE Version 0.9.7.1 represents the canonical release and includes a formally defined invariant system, a tightened and operationalized continuity constraint (CCS), worked evaluation examples, and empirical interaction cases mapped to invariant failures. This revision introduces Appendix D, a clarificatory, non-expansive addendum that: formalizes operational sufficiency under a fail-closed evaluation model provides a true-positive (ELIGIBLE) evaluation case demonstrates CCS as an independent failure condition positions Elyon-Sol relative to existing access control and governance models No new invariants, behaviors, or system components are introduced. Elyon-Sol operates strictly as a non-executing governance layer. It does not perform actions or replace policy engines; it determines whether interactions are permitted to exist. The system is: deterministic fail-closed identity-agnostic pre-policy and pre-execution This release is considered structurally complete, internally consistent, empirically grounded, and externally verifiable. It serves as a stable reference implementation of a pre-execution governance substrate. Future work, if any, is limited to observational validation and domain-specific application without modification to the core system.
