It is disturbing that most laudable programmes, projects of government development agencies or other interest groups with sizeable budgetary provisions have no corresponding provision for the communication component. Public relations is not only about talking but rather, it is about doing well and talking loud. There are few things in the world that can compare with image; this determines how we see ourselves, being fair to ourselves by comparing what we are with what we want to be and where we want to be and want others feel or imagine about us. The fallout of this is that image is the picture painted in people’s minds which may either attract or repel people from relating with us. The same holds for an individual, a family, an organization, a country etc. Hence this paper tried to bring to the front-burner practical issues in waste management in Enugu State and proffers some public relations strategies that could be effectively applied to solicit the support of the citizenry in maintaining cleaner and healthier environment as opposed to the use of force which has continually proved counter-productive.
