This paper presents a revised discrete-geometric flavor framework centered on CKM mixing, now extended to include an explicit candidate dynamical sector. The construction combines finite H4/600-cell geometry, a phi-decomposition lift into E8, a 24-state topological initializer used only as a finite coordinate dictionary, a calibrated CKM overlap ansatz based on lambda = 3/13 and Rᵤ = phi^-2, and a candidate Froggatt-Nielsen/Yukawa/RGE layer. The strongest results are the finite H4/E8 audits, the exactly unitary CKM ansatz, and a reproducible discrete hierarchy rule for representative generation labels. Equally important, the paper records the present negative results: direct diagonalization of the current Yukawa textures does not yet reproduce realistic CKM mixing, and the MSSM/tan beta sector remains a candidate mechanism rather than a completed derivation. The paper therefore advances the framework from a purely kinematic flavor ansatz to a calibrated geometric-dynamical hypothesis with a clearly stated claim hierarchy and a falsifiable leptonic CP-phase target near 247. 5 degrees.
