The aim of the research was to study the historical and cultural foundations, artistic elements, and modern forms of the oratorical art of Turkic peoples, with a focus on its evolution and adaptation to modern realities. The methodological basis of the study was a comprehensive approach, which included historical and philological analysis of written and oral texts, the study of rhetorical techniques, and their influence on the audience. The analysis was carried out considering the cultural and historical context, which made it possible to trace the continuity of traditions and the adaptation to modern conditions. Comparative methods were applied to study similarities and differences between traditional and modern forms of rhetoric, as well as qualitative methods to analyze texts in detail. The results of the study showed that the oratory of Turkic peoples had deep historical and cultural roots going back to the era of early epic and written monuments. It fulfilled not only a communicative but also an educational function, conveying ideals of unity, justice, and heroism. Contemporary forms of oratory, including speeches in political and public contexts, showed that traditional rhetorical techniques have been successfully adapted to new contexts. Epic motifs continued to be used to strengthen national identity and preserve cultural heritage, retaining the relevance and significance in modern conditions. The study identified the rhetorical features of tradition, highlighted their role in strengthening cultural heritage, and analyzed the transformation of these elements in contemporary social and cultural contexts.
