These joint policy recommendations are the result of a collaborative process bringing together MSP4BIO and a range of complementary projects and initiatives working at the interface of Maritime Spatial Planning (MSP) and Marine Protected Areas (MPAs), including MPA Europe, REGINA-MSP, eMSP NBSR, MSP-GREEN, CrossGov, and MSP-OR. They reflect a synthesis of insights generated through MSP4BIO’s science–policy dialogues, cross-project exchanges, and stakeholder engagement activities at European and sea-basin levels. The recommendations build on shared evidence, practical experiences from multiple test sites, and contributions from policymakers, planners, scientists, and stakeholders. They aim to address key challenges in integrating biodiversity into MSP, strengthening the coherence between MSP and MPA frameworks, and improving governance across sectors and scales. This report presents the consolidated recommendations in a clear and accessible format, highlighting priority actions to support policy development, enhance implementation, and guide future revisions of EU and regional marine governance frameworks.
