Abstract

We apply LESE-NuclearQA to Hinkley Point C using publicly available ONR inspection records and EDF financial statements (2024-2026). Current Wₘin = 0. 352 (ALERT), below W = e⁻¹ = 0. 36788. Weakest coupling: regulatory compliance ↔ programme coherence. Wₘin crossed W* in mid-2024, approximately 18 months before the February 2026 €3. 5B impairment announcement. Projection to 2030: even in best-case scenario Wₘin recovers only to CAUTION (~0. 56). Implications for SMR operational readiness discussed.
