We present the implementation protocol and roadmap for ICC-R2, the revised version ofthe Information-Copying Cosmology framework. The document fixes four priority researchdirections with quantitative success criteria, quarterly milestones for 2026–2028, and fallbackhypotheses (Plan B) for each criterion. Results from the first milestone (Q2 2026) arereported: the defect parameter ∆∗ = 0.105±0.005 is derived from first principles via reactiondiffusion simulations on a 163 lattice, satisfying the success criterion ∆∗ ∈ 0.08,0.12. Thegeometric factor for dark energy is calibrated to α = 3.00, yielding H(z) suppression of 0.85at z =1.
